Recently, Fujian Changting Jinlong Rare Earth Co., Ltd. publicly disclosed the full text of the “Environmental Impact Assessment Report for the 3,000-Ton High-Performance Rare Earth Permanent Magnet Materials Project” prior to its acceptance. In accordance with relevant regulations such as the “Interim Measures for Public Participation in Environmental Impact Assessment” and the “Notice on Issuing the ‘Guidelines for Government Information Disclosure on Environmental Impact Assessment of Construction Projects (Trial)’,” the full text of the “Environmental Impact Assessment Report for the 3,000-Ton High-Performance Rare Earth Permanent Magnet Materials Project” (submitted draft) has been made publicly available to invite public oversight.
It is reported that this project is an expansion initiative, planned to produce 3,000 tons per year of neodymium-iron-boron magnets and further process them into magnetic component assemblies at a rate of 2,250 tons per year. The industry classification falls under C39—Manufacturing of computers, communication equipment, and other electronic devices. The total construction period for the project is two years. The total investment for this project amounts to 222 million yuan, of which 1.2 million yuan is allocated to environmental protection measures, accounting for 0.54% of the total investment. The project will operate on a continuous shift system, with each shift lasting eight hours and employing a three-shift, four-team rotation. The plant will operate 300 days per year, and the planned workforce size is 400 employees.
The company stated that the project’s production processes, scale, and products are in compliance with national and local industrial policies. The project site selection is consistent with the relevant plans of Longyan City and Changting County, and the overall site layout is generally reasonable. The project employs clean production technologies, generating minimal waste and emissions, thus meeting the requirements for cleaner production. The surrounding environmental quality is relatively good, and the area has a certain environmental carrying capacity. After implementing all the environmental protection measures and risk mitigation strategies proposed in this report, the expansion project ensures that all pollutants will be discharged within regulatory limits and that its impact on the environment remains at an acceptable level. From an environmental perspective, the project’s construction is feasible.
