On July 7, the Rare Earth Elements Division organized a “Red Card Blitz” campaign for on-site management personnel and all employees to address the issue of “leaks, spills, and emissions” at the site.

The activity is conducted using the eight-step method of the lean production “red-card operation.”

Step 1: Yang Shaobo, Director of Production at the Elements Business Unit, together with Teacher Wang Jiyang from STD, will collaborate with production management and technical personnel to establish a Red Card Task Force and divide it into subgroups to carry out activities.

Step 2: Develop a plan

Step 3: Method Training. Based on the activity plan developed by the Lean Office for Rare Earth Elements, hold an activity kickoff meeting to confirm the activity content, red-card issuance criteria, and assigned operational zones with the participants.

Step 4: Document the issues. Each team leader will take charge, and senior management will personally demonstrate the process, with all on-duty employees fully participating. At the same time, red cards will be hung up and photos taken to document any issues identified on-site.

Step 5: Organize the report and generate a list of questions.

Step 6: Implement improvements. Develop a plan and carry out improvements to address the identified “leaks, spills, and drips,” with acceptance inspections required to be completed by July 25.

Step 7: Retrieve the red cards. Confirm the improved results, take fixed-point photos, and then withdraw the red cards that were issued.

Step 8: Effectiveness Check. Recognize and commend the outstanding teams based on their improvement results and closure rates.

Through this “Leakage, Spillage, and Emission” Red-Card Campaign, not only have on-site employees and management personnel been alerted to the importance of safe production and made more aware of the significance of attention to detail in the production process, but they are also urged to keep safety awareness firmly in mind during their daily operations and to solidify the safety baseline.
