The summer sun is warm and gentle, and colorful flags are fluttering in the breeze. On the occasion of the 100th anniversary of the founding of the Communist Party of China and the second anniversary of General Secretary Xi’s inspection of the rare-earth industry, a groundbreaking ceremony for the expansion project of Jinlong Rare Earth’s 20,000-ton magnetic materials production base (Phase III: 4,000 tons) was solemnly held on the morning of May 25 at the project site, aimed at further accelerating the construction of high-value-added rare-earth processing projects.

Mao Gaoliang, Member of the Standing Committee of the Longyan Municipal Party Committee and Secretary of the Political and Legal Affairs Commission of the CPC; Liao Shenhong, Member of the Leading Party Group of the Longyan Municipal Government and Secretary of the CPC County Committee of Changting; Ma Shuiqing, Deputy Secretary of the CPC County Committee of Changting and County Mayor of Changting; Cai Jinwang, Director of the Changting County People’s Congress; Qiu Fatian, Chairman of the Changting County Chinese People’s Political Consultative Conference; Wang Xuezhao, Deputy County Mayor of Changting; Xu Jisong, Member of the Party Committee and Deputy General Manager of Fujian Metallurgical (Holding) Co., Ltd.; Huang Changgeng, Secretary of the Party Committee and Chairman of the Board of Directors of Xiamen Tungsten Industry Co., Ltd.; and relevant leaders from Shanghai Baoye Group and Fujian Provincial Metallurgical Industry Design Institute Co., Ltd. all attended the event together. Chen Dakun, Secretary of the Party Branch and General Manager of the company, presided over the meeting.

At the outset of the groundbreaking ceremony, Mr. Huang Changgeng, Party Secretary and Chairman of Xiamen Tungsten Co., Ltd., extended a warm welcome to all the leaders and guests attending the event. In his speech, he stated: “As the leading enterprise in Fujian Province’s rare earth industry and a national-level green factory, Jinlong Rare Earth will continue to uphold the Xiamen Tungsten spirit of ‘hard work and practical innovation,’ and promptly ensure that this project reaches full production capacity, meets all standards, and achieves optimal efficiency. We are committed to expanding and strengthening the rare earth industry, building a renowned brand for Longyan City’s rare earth sector, and making even greater contributions to Longyan’s economic development!”

Liao Shenhong, a member of the Party Leadership Group of the Longyan Municipal Government and Secretary of the County Party Committee, stated that the Changting County Party Committee and County Government will, as always, adhere to the principle of "people-oriented and service-first," faithfully implement all preferential policies, and do their utmost to provide first-class environments and top-notch services for projects, thereby offering solid support for project construction and development.

In his speech, Mao Gaoliang, a member of the Municipal Party Committee and Secretary of the Political and Legal Committee, extended warm congratulations on behalf of the Municipal Party Committee and the Municipal Government on the commencement of the project. He said that the Municipal Party Committee and the Municipal Government will provide full support for both the project’s construction and the enterprise’s development. He expressed hope that Changting County and all relevant departments at various levels would sincerely assist enterprises in handling matters beyond their immediate scope, enabling businesses and entrepreneurs to focus wholeheartedly on their core operations, expand their enterprises, and strengthen their industries. He also urged Changting Jinlong Rare Earth and the project’s construction entity to adhere to high standards and pursue efficient progress while ensuring safety, striving to complete the project early, start production early, and achieve early results, thus creating a first-class project and making new and greater contributions to the city’s economic and social development.

Wang Yungao, Party Secretary and General Manager of the Xiamen Branch of Shanghai Baoye Group, delivered a speech on behalf of the construction contractor. He stated that, guided by the principles of putting safety first, prioritizing prevention, and adopting comprehensive management, they would meticulously organize construction efforts, seize every minute, work vigorously and efficiently, continuously accelerate the project’s progress, and ensure early completion, early commissioning, and early realization of benefits.

Education is the foundation of any century-long plan. While expanding and strengthening the rare-earth industry, Jinlong Rare Earth is committed to fostering the vigorous development of education in Changting County. Building on its previous annual donations for teaching and student aid, the company will further increase its contributions by adding the savings generated from this expansion project. In 2021 and 2022, Jinlong Rare Earth will donate a total of 1 million yuan in teaching and student-aid grants to the Changting County Education Bureau. Mr. Zhang Yongjian, Deputy Secretary of the Party Branch of Jinlong Rare Earth and General Manager of the Rare Earth Metals Division, presented the donation plaque to the Changting County Education Bureau.

At the conclusion of the conference, Xu Jisong, a member of the Party Committee and Deputy General Manager of Fujian Province Metallurgical (Holding) Co., Ltd., announced the official commencement of the project. Afterwards, amid celebratory cannon fire and a shower of colorful confetti, the distinguished guests attending the groundbreaking ceremony jointly laid the first sod for the Golden Dragon Rare Earth Expansion Project.

The Changting Jinlong Rare Earth 20,000-ton magnetic materials production base is a key investment project for Xiamen Tungsten Industry’s strategic layout in Longyan for the deep processing and application of rare earths. The project is planned to have a total investment of 3 billion yuan and will occupy an area of 280 mu. Once fully operational, it is expected to generate an annual output value of 5 billion yuan and contribute 450 million yuan in profits and taxes. Currently, the first and second phases of the project have been completed, establishing a production capacity of 6,000 tons per year for high-performance rare-earth permanent magnet materials.

The third-phase expansion project will add a 4,000-ton magnetic materials production line on top of the capacity already established in the first two phases. The project is planned to have a total investment of 420 million yuan. It will involve the construction of one new three-dimensional factory (including three interconnected buildings) and one modern warehouse, with a total construction area of 25,600 square meters. Upon completion, the facility will achieve an annual production capacity of 10,000 tons. The project’s construction period is 18 months, and it is expected to be completed before December 2022.
